Job Description:

This is a professional position responsible for HOC's labor and employee relations programs under the direction of the Director of Human Resources. Will serve as the point of contact between HOC and union representatives in the collective bargaining process, settling disputes, and providing information.  Provides guidance and assistance to management, supervisors and employees on matters pertaining to organized labor and represented employees.  Interprets applicable sections of legislation, personnel regulations, labor agreements and HOC's policies and procedures for agency executives and department managers and provides technical assistance on best practices and in extraordinary situations. Oversees the review, investigation and preparation of final dispositions of grievances as provided under the labor agreement and administrative procedures.  Participates as a bargaining team member in collective bargaining agreement negotiations and develops goals, strategies and contract language.  Writes and makes changes to proposals.  Conducts necessary research required to develop management positions on various proposals.  Identifies and develops management strategies for changes or additions to the collective bargaining agreement.  Also responsible for overseeing contract administration of the collective bargaining agreement and collective bargaining law.  Coordinates the work programs of the committees and working groups identified in the collective bargaining agreement.  Develops and provides training to HOC management groups in areas affecting labor/employee relations/best practices and confers with HOC's Labor Relation Counsel. Participate in arbitration/mediations mutually agreed to by the parties in accordance with labor agreements and arbitration procedures.

 

Preferred Skills:

  • Requires a Master’s Degree in Business or related field. An equivalent combination of education and experience may be substituted.
  • Four years of applicable professional experience in Human Resources administration in the public or private sector.
  • Must have three (3) years supervisory experience.
  • Must have knowledge of the agency's personnel programs, personnel regulations, labor agreements and applicable policies and procedures.
  • Must have knowledge of the laws, regulations, and court decisions relating to the field of Labor Relations.
  • Ability to plan, organize and implement an efficient and effective labor/employee relations office.
  • Ability to coordinate work programs of committees and working groups identified in the Collective Bargaining Agreement.
  • Ability to organize and evaluate data, arrive at sound conclusions, and make appropriate recommendations.
  • Must possess excellent written and oral communication skills.
  • Excellent interpersonal skills and the ability to deal with people tactfully and effectively.
  • Must be proficient in MS Office Suite.
