Nowelle Ghahhari serves as General Counsel to the Housing Opportunities Commission of Montgomery County (HOC). She joined the Commission in 2016. In this role, Ms. Ghahhari is responsible for providing legal counsel to the Commission, in addition to assisting the Commission in its decision-making capacity and performing a variety of other legal functions regarding internal and other administrative matters.

Ms. Ghahhari brings over ten years of experience in general litigation, landlord-tenant and labor relations, as well as zoning, housing, and public safety code enforcement to HOC. Prior to joining the Commission, she served as an Associate County Attorney for Montgomery County, Maryland where she represented the Department of Housing and Community Affairs. She also previously served as Assistant County Solicitor for Howard County, Maryland where she served as counsel to the Department of Human Resources and handled all zoning and affordable housing enforcement.  Upon finishing law school, Ms. Ghahhari served as a law clerk to the Honorable Lynne A. Battaglia on the Maryland Court of Appeals.

Ms. Ghahhari holds a Bachelor of Arts and Sciences in International Relations with a concentration in African Studies and Government Affairs from Lehigh University. She also holds a Juris Doctorate with a concentration in Business Law from the University of Baltimore School of Law, where she graduated magna cum laude, as a member of the Heuisler Honor Society and Labor Law Moot Court Team, and served as a staff editor on the Law Review.
