Director of Property Management

Kevin Seawright is the Director of Property Management at the Housing Opportunities Commission of Montgomery County (HOC). He joined the Commission in May 2018. As the Director of Property Management, Mr. Seawright is responsible for the development, review and modification of HOC Property Management programs, as well as the management of capital plans for all HOC owned and managed properties.

Mr. Seawright is an experienced executive with extensive experience and accomplishments in finance, strategy, operations and property administration in both the public and private sectors.

He has served in leadership roles in finance and operations for several organizations, including as Executive Vice President and Chief Financial Officer for Newark Community Economic Development Corporation and Vice President at Tito Contractors, Inc. in Washington, D.C. In both roles, Mr. Seawright was responsible for property development strategies, annual budgets and ensuring operational quality and efficiency within the organizations.

Mr. Seawright also served as the Deputy Chief Operating Officer for Baltimore City Government and Property Finance Director for Baltimore City Housing, helping to create streamlined budgets measuring in excess of $200 million annually. In his role, he prioritized the high-quality construction of administrative buildings and other related infrastructure, while managing more than $600 million in development of new units and renovation of existing structures.

Mr. Seawright holds a Master of Business Administration degree and a Bachelor of Arts degree in Accounting. He also holds a Certificate in Executive Management from the Notre Dame University Mendoza School of Business. He is an avid sports fan and a doting father to his daughter, Tia.
