HOC Administrative Plan Revision

The Housing Opportunities Commission of Montgomery County (HOC) is proposing revisions and new additions for its Administrative Plan for the Housing Choice Voucher program (“Administrative Plan”). HOC is also proposing a Significant Amendment to its Fiscal Year 2019 Public Housing Agency Plan (“PHA Plan”). The Administrative Plan changes involve HOC’s wait list, a new preference for persons with disabilities, and a non-competitive selection of Project-Based Vouchers (PBV). The Administrative Plan defines and describes the policies for the operation of HOC’s Housing Choice Voucher program. The PHA Plan is a comprehensive guide to HOC’s policies, programs, operations, and strategies for meeting housing needs in Montgomery County, Maryland. These revisions will go into effect following approval by HOC’s Commission.

 

These proposed changes to HOC’s Administrative Plan are available for public review and comment. Additionally, physical copies of these revisions are available at each of the following locations: (1) HOC’s main office at 10400 Detrick Avenue in Kensington; (2) HOC’s Up-County Office at 231 East Deer Park Drive in Gaithersburg; and HOC’s two Customer Service Centers, (3) 8241 Georgia Avenue 3rd Floor, Silver Spring, and (4) 101 Lakeforest Blvd., #200, Gaithersburg. HOC’s hours are 8:30 AM to 5:00 PM, Monday through Friday.

The proposed revisions are as follows:

Revisions of HOC’s Administrative Plan for the Housing Choice Voucher Program to Add Wait List related changes to the Plan and to Add A Preference for Persons with Disabilities Who Are Transitioning Out of Institutional and Other Segregated Settings, At Serious Risk of Institutionalization, Homeless, or At Risk of Becoming Homeless.

Revision of HOC’s Administrative Plan for the Housing Choice Voucher Program to Add a Non-Competitive Selection Process for Project-Based Voucher Assistance at Elizabeth House III.

Significant Amendment to HOC’s Fiscal Year 2019 Public Housing Agency Plan Adding that 26 of the Units at Elizabeth House Will Be Disposed of Using A Section 18 Disposition.

The public comment period for this document ends on November 7, 2018. HOC will hold a public hearing on this proposed revision at 3:30 p.m. on November 7, 2018 at its Detrick Avenue location. There will be an opportunity to provide oral comments on the day of the public hearing.
