Good Neighbor Approach
to the Development Process

The Housing Opportunities Commission is committed to developing properties in Montgomery County in consultation with the community. HOC develops and acquires housing in the context of the county’s existing statutes and policies.

The following steps are followed by HOC when considering the purchase or development of housing properties in Montgomery County:

1. HOC negotiates to buy property

2. A development feasibility study is initiated

3. A contract for the building is signed

4. HOC staff holds meetings with residents and community leaders to provide information and get feedback

5. Members of the public may send letters and written testimony to the Commission

6. The Commission determines whether to proceed with the development

7. If the Commission decides to proceed, financing is secured

8. HOC buys the property
