Overview of RAD at Waverly House

The purpose of this page is to keep HOC stakeholders constantly informed during its transition to Project-Based Vouchers through the Rental Assistance Demonstration (RAD) program; however, it is specifically designed for all households affected by the conversion.
 

Property specific key developments, start and completion dates, vital contact information, and when possible, pictures or samples are provided in the Fact Sheet for all phases of the project. The information presented will inform residents about RAD and will help them engage with the agency throughout the transition process. October 24, 2014 Waverly House RAD Meeting


On October 24, 2014 , at 6:30 p.m., HOC held a meeting for Waverly House residents in the Dining Room. The meeting was facilitated by Zachary Marks, Assistant Director of New Development at HOC. Staff from HOC’s Resident Services, Property Management, and Legislative and Public Affairs divisions was also present at the meeting. The purpose of the meeting was to update residents on RAD as it pertains to Waverly House.
 
The information below was shared during the meeting.

  • The meeting was only an update. There is no significant new information to provide.
  • HOC is making progress on the RAD application for Waverly House.
  • The design team now has a scope of work for the building.
  • Over the next few months HOC staff will share the plans for the building with residents and the design team will be attending future
  • meetings to show the finishes including pictures and sample materials.
  • HOC expects to close on the Waverly House in April or May of 2015.
  • The development deals are not finalized, however the agency hopes to enter into a binding agreement by the end of 2014.
  • HOC will assess the current needs and wants for the building. Health and Safety issues will take precedence over minor unit repairs. HOC will begin making all necessary repairs within two to three months.

Major renovations related to the RAD Program will not begin until next April or May.

The next meeting is scheduled for December 11, 2014.

Resident Questions:

Q Will all of the residents stay in their current units during the renovations?
A In general, renovations can occur with residents in their units. There will be a hospitality suite downstairs for residents while work is
being performed in their units.

Q Is there an alternative to us staying in the units during the renovations?
A We will address any concerns about residing in the units during renovations with individuals on a case-by-case basis.

Q During the last renovation they had a vacant unit that residents could use while renovations were being completed in their units. Will that be available again?
A This may be one of the alternative options.

Q Are you going to do any construction in the units before the next meeting?
A No. Construction in units will not be performed before the next meeting or during the holidays.

Q Will you be making changes in the unit such as new carpet?
A Yes. There will be comprehensive renovations in every unit including carpet and flooring, new fixtures and finishes, stainless steel
appliances and painting.

Q When will you visit every unit to see what it needs?
A We will not need to visit every unit to determine the needs. In a building like this one, almost every unit is the same so we have a
good idea of what is needed all over including in units, common areas, and systems.

Q Can we get some materials or see what has been done on the properties that you have already renovated?
A Yes. We plan to have pictures of units where the renovations have been completed and we will bring samples of the materials that will
be used in the renovations.

Q In a handicap accessible unit, if you do one unit at a time will the workers clean up after themselves and will we be able to move around
our unit during the construction?
A We will not have anyone in a unit that will not meet their needs during construction and there will be options for those residents within the building.

Q The trash room door is hard to open. Can it be changed?
A Yes. We will ensure that it is improved.

Q Will the laundry room be updated?
A Yes. It will be totally updated and the construction team will be onsite to determine the needs. Q The rolling screen doors on the porch need to be repaired.
A This will be addressed with the renovations.

Q Can HOC turn on the heat sooner?
A One aspect of this program is to drastically improve the energy efficiencies in the building that will help with the issue of moderating
the temperature in the building.

Q If we have questions, can we give them to the HOC staff at the building and get them translated and answered?
A Absolutely. We will answer all questions and get them back to you.

Q Will our rents remain the same after the building is improved?
A Rents will not go up as a result of the renovations in the building. Existing residents will continue to pay 30% of their income toward rent and the renovations will
not have an impact on the rent that you pay.

Q Will you be changing the windows?
A Yes. Brand new windows will be installed that will help with energy efficiency. The new windows will be sealed to eliminate the draft
and they will have screens that fit.

Q Are you going to do any construction in the units before the next meeting?
A No. Construction in units will not be performed before the next meeting or during the holidays.

Q How much time will we have to prepare before you start working in our unit?
A We will contact residents more than 30 days out from the start of work in their unit.

Q Will we get help in packing our belongings to prepare for the renovations?
A HOC will provide assistance to residents who are unable to prepare for the renovations.

Q Do you ever clean the windows? I’ve lived here for many years and the windows have never been cleaned.
A HOC will look into cleaning the windows periodically.

Q How will you pay for ongoing maintenance?
A RAD is switching the subsidy from Public Housing to Project Based Section 8. HOC does not currently get enough money from HUD to
properly care for its properties under Public Housing. Under the Project Based Section 8 program HOC will be able to put together a
real budget including an operating budget that will be able to fund the upkeep of the building.

Q Will there be enough funding in the long-term with the new program?
A Yes. HUD will only allow us to proceed of we can show that there will be long-term funding for the property.

Q Will my carpets be cleaned?
A No. Carpet will be torn out and replaced. We should have a sample of the new flooring materials at the next meeting.

Q Will the air ducts be cleaned?
A Yes. The Comprehensive renovations will also be addressing the systems throughout the building.

Q Will stoves and refrigerators be replaced?
A Yes. All appliances will be replaced with high efficiency stainless steel appliances.

Q Will there be garbage disposals?
A We will have to check with the design team and get back to you.

Q What happens to the old appliances?
A Depending on the condition, some are donated or recycled as appropriate.

Q Will you be changing the requirements to live here?
A Existing residents will have protections. New residents may have higher income restrictions.

Q Will there be a younger population allowed in the building?
A No. The building will still be age restricted.

Q What happens to my rent if I start working?
A Just like under the current Public Housing rent calculation, as an existing resident you will continue to pay 30% of your income toward
rent.

Q Will there be fitness machines or a swimming pool?
A We will talk to the design team about the possibility of a fitness area. We will also look into future community projects within the
operating budget.

Q I heard that the building is being sold.
A The building is not being sold and HOC will remain as the property owner.

Phase One: Application Submission

The Department of Housing and Urban Development (HUD) approved the RAD application, submitted by HOC, for Waverly House on December 18, 2013.

 Phase Two: Planning the Renovation

HOC began planning the property’s renovation on February 1, 2014. Developing an efficient renovation plan will take approximately 12 months to complete. This phase should be complete by February 1, 2015. It is predicted that HUD will take three months to review the renovation plans.

Phase Three: Start Renovations

HOC projects that it will begin renovating Waverly House in September/ October 2015. During this time, the property will receive a complete overhaul. The property’s projected date of completion is Spring 2016.
