Job Description:

This position is responsible for the overall coordination of a wide variety of services to support the property management, leasing and occupancy, maintenance and public relations needs of a portfolio of approximately 350 Scattered Site units across Montgomery County ranging from moderately priced single family homes to market rate housing.  The position is responsible for maintaining full occupancy of units which includes marketing and unit turnover.  Will conduct routine unit inspections, monitor contractors, and monitor maintenance work orders for assigned properties.  Provide weekly and monthly reports as required.  Also, will enforce lease agreements and prepare cases for lease termination?  Will have HOA contacts.  property management of a 194 unit community under the HUD Housing Choice Voucher Program in Bethesda MD, with 30 additional scattered site units. Principal responsibilities include maintaining occupancy of apartments; maintaining the waiting list, conducting the initial, annual and interim certification of residents, purchasing: creation of budgets and budgetary monitoring, rent collection, supervision of office, maintenance and custodial staff and performing REAC and other compliance inspections. Also responsible for lease enforcement, work order and inventory control systems and monitoring of contractors. Serves as a liaison for HOC and the community-at-large as well as ongoing property inspections, coordination and oversight for major renovation.

Preferred Skills:

• Requires a Bachelor’s Degree and a minimum of two years’ experience in property management with
• at least one year of affordable/subsidized housing and direct supervisory experience.
• Must have knowledge of federal and state regulations for public housing, operations, and implementation of
• programs. Full understanding of preventative maintenance and procedures for unit inspections.
• Knowledge of inventory contracts and budget control. Good computer skills in Windows environment
• and Microsoft Office package. 
• Must have good interpersonal skills and the ability to communicate effectively, both orally and in writing.
• Must have LIHTC Certification required or the ability to obtain within 6 months of employment.
• Bilingual (English/Spanish) a plus. An equivalent combination of education and experience may be accepted.
