Job Description:

This is a professional position responsible for operational and financial oversight of an assigned portfolio of agency properties to ensure achievement of established objectives. The incumbent assesses the physical condition and financial position of properties and assures the value of the asset is maintained and enhanced. This is a professional position responsible for operational and financial oversight of an assigned portfolio of agency properties to ensure achievement of established objectives. The incumbent provides operational oversight for a number of managers who provide the day-to-today management services for  properties within the overall portfolio.  The incumbent is responsible for hiring, staff training, and performance management and works with other staff within the Agency to ensure that agency needs and critical goals are met.

Minimum Qualifications:

  • Bachelor’s degree in Business Administration, Finance or related field.
  • Minimum of five years of progressively responsible experience in the area of affordable housing with knowledge of finance/accounting, Property Management and Development.
  • Considerable knowledge of financing structures and loan programs.
  • Ability to facilitate communication with all levels of HOC staff: Commissioners, senior staff, supervisory staff and site staff.
  • Ability to interact appropriately with similar levels of other public agencies and the applicable portions of the private sector.
  • Prepares memorandums and reports to evaluate property performance for presentation to senior staff and Commission.
  • Ability to communicate clearly both orally and in writing.
  • Ability to deal with others effectively, equitably and tactfully.
  • Valid Driver’s license, good driving record and car required.
