Job Description:

This is a professional position responsible for managing and monitoring the compliance reporting, investigation, follow-up, development and implementation of corrective action in the housing and non-housing programs at the Housing Opportunities Commission. Will plan and manage upgrades to current software and the implementation of new software systems, as well as coordinate training programs to instruct staff on systems and procedural changes. Analyzes and interprets new Federal and State legislation, regulations, and policies; drafts policy initiatives as directed. Responsible for developing, reviewing and updating the agency wide Standard Operating Procedure. Participates in developing goals, objectives, policies, procedures and administrative control systems for assigned programs and projects. Will ensure that employees adhere to guidelines established by HOC, federal, state or local government. Maintain effective relationships with all of HOC’s divisions to address their compliance needs and provide effective solutions. Serve as an inter-agency consultant on a wide range of compliance related topics and issues. Monitor and serve as the main point of contact for the (i) Quality Control Check Database; (ii) Client Compliance process; (iii) Davis Bacon process; (iv) Section 3/HOC Works process and (v) Housing Path Waiting List.

Minimum Qualifications:

 

  • Requires Bachelor’s degree in public/business administration or related field. Master’s Degree Preferred.
  • Minimum three years experience in Low Income Housing programs, certification preferred.
  • Three years experience in writing and implementing policies and procedures developing risk management strategies, performing internal reviews and identifying compliance problems that call for formal attention.
  • LIHTC and HCV certifications must be obtained within six months from date of hire.
  • Must have knowledge of federal, state and local laws and regulations pertaining to subsidized housing.
  • Must possess excellent oral and written communication skills.
  • Ability to work independently and exercise good judgment.
  • Must be accurate, detail oriented and have the ability to meet deadlines.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
