Salary Commensurate with Experience

This is a supervisory position responsible for agency compliance with regulatory obligations including, but not limited to, affordable housing programs, real estate bond financing and Davis Bacon wage requirements, including training and annual reporting. Will serve as an inter-agency consultant on Federal, State, and Local regulatory compliance related matters and provide recommendations for corrective action. Will manage and monitor compliance reporting, investigate, follow-up and resolve matters that may arise. Will compile statistical data, prepare reports and written correspondences. Oversight of site visits, desk audits, and external agency audits to ensure program property compliance. The incumbent is also responsible for Agency-wide fair housing compliance, including oversight of the reasonable accommodation process. In particular, the incumbent must demonstrate their knowledge and familiarity with Fair Housing, Americans with Disabilities Act, and Section 504 regulations. The employee will, alongside the Chief Compliance Officer, plan and coordinate functions of the unit, implement new procedures and policies, evaluate methods to improve services to clients, division staff and the Agency. Will perform other related duties as required.

Preferred Skills:

Experience: Five years of experience in tax credit or subsidized housing, real estate or property management.
 
Education: Graduation from an accredited college or university with a Bachelor’s Degree in Social Sciences, Business Administration or related field. (Master’s Degree preferred).
 
Knowledge, Skills and Abilities:
  • Understanding of landlord tenant laws, Fair Housing policy and real estate law for rental property.
  • Knowledge of Federal, State and local laws pertaining to tax credit and subsidized housing.
  • Certified Compliance and Ethics Professional.
  • Housing Credit Certified Professional.
  • Certified Assisted Housing Manager Certification, a plus.
  • Certified Regulatory Compliance Manager (CRCM), a plus. 
  • Technical knowledge of Occupancy Requirement of Subsidized Multifamily Housing (HUD 4350.3), Low Income Housing Tax Credits (LIHTC) and HOME rules and regulations.
  • Excellent communications skills, both oral and written, and the ability to speak effectively in public.
  • Demonstrated experience with various computer software programs including MS Office and Database Administration. Familiarity with Yardi preferred.
  • Good interpersonal skills and the ability to interact with people of varied backgrounds.
  • Excellent analytical skills a must.
