Director of Risk Management

 

photoGail Willison is the Director of Risk Management at the Housing Opportunities Commission of Montgomery County (HOC). She joined the Commission in 1996. Ms. Willison assumed the role of CPO in March 2018 and is responsible for developing strategy for all major projects and special initiatives to ensure implementation is mission and strategically aligned. Her role includes establishing a governance system for projects, directing all activities related to projects, and supporting all divisions in chartering or sponsoring projects in their areas of responsibility.

Prior to her role as Director of Risk Management, Ms. Willison served as the Chief Financial Officer (CFO) to the Commission from 2006 through 2018.   As the CFO, she oversaw the fiscal health of the agency and was responsible for the production of the annual agency audit, the Indenture audits, and over 45 property audits in accordance with Generally Accepted Accounting Principles and pursuant to the respective Government and Financial Accounting Standard Boards principles. Ms. Willison was also responsible for ensuring financial compliance and reporting to various Federal, State and local government stakeholders. In addition, she had full responsibility for developing and managing the agency’s annual budget, comprised of HOC’s bond funds, public fund and numerous other funds with a variety of public and private funding sources, as well as the budgets for all of the Commission’s properties.

During her tenure with the Commission, she also served as Accounting Supervisor, Assistant Budget Officer, Budget Officer, and Assistant CFO.

Prior to joining the Commission, Ms. Willison worked as an Accounting Manager at Capital Real Estate Investment Trust, and as Senior Accountant in the Real Estate Division of CRI International. Ms. Willison holds a B.A. in Business Administration with emphasis in Accounting from Arcadia University.
