Housing Opportunities Commission Board Elects Officers for 2020

Montgomery County, MD – The Housing Opportunities Commission of Montgomery County (HOC) welcomed Commissioners Roy Priest, Fran Kelleher and Richard Y. Nelson, Jr. as the new officers for the 2020 Board of Commissioners at the agency’s March Commission meeting.

Commissioner Priest gaveled in his first meeting as Board Chair, with Commissioner Kelleher serving as Vice Chair and Commissioner Nelson serving as Chair Pro Tem. Each year, and pursuant to best practices identified by the National Association of Housing and Redevelopment Officials, HOC’s Board of Commissioners vote to elect new Board leadership from among their colleagues during the Board’s Annual Meeting in February. Officers assume their leadership roles at the agency’s March Commission meeting. Annual rotation of officers ensures diverse perspectives are brought to the Commission’s leadership.

Commissioners Priest and Kelleher, fresh from their reappointment interviews with the County Council and swearing-in ceremonies, acknowledged the Board leadership and Commission accomplishments over the previous year. Commissioner Priest recognized the contributions of former Chair, Commissioner Jackie Simon, noting the “indelible mark she has made on this agency” and thanking her for her service.

During his Annual State of the Agency speech, Executive Director Stacy Spann remarked, “I eagerly anticipate all we aim to accomplish together under the leadership of this accomplished triumvirate. Last week, Commissioners Priest and Kelleher were sworn in for their first full terms on the Commission…you will see, as the Council did, the depth and breadth of experience and true vision we are gaining by retaining Commissioners Priest and Kelleher for our Board.”

He also thanked outgoing Chair, Commissioner Jackie Simon, noting that her “steadfast guidance and commitment to mission have served HOC and our customers well through every issue and every transaction.”

About the Housing Opportunities Commission of Montgomery County (HOC)

The mission of the Housing Opportunities Commission is to provide affordable housing and supportive housing services that enhance the lives of low- and moderate-income families and individuals throughout Montgomery County, Maryland so that:

  • No one in Montgomery County lives in substandard housing;
  • We strengthen families and communities as good neighbors;
  • We establish an efficient and productive environment that fosters trust, open communication and mutual respect; and
  • We work with advocates, providers and community members to maintain support for all the work of the Commission.

To accomplish these goals, HOC focuses on three things: getting people housed, keeping people housed, and helping customers reach their fullest potential. HOC provides affordable housing resources to nearly 15,000 Montgomery County residents, owns more than 8,000 rental units, and provides assistance to more than 7,000 low-income households – many of whom are elderly and persons with disabilities – through the Housing Choice Voucher program.
