Kensington, MD. Thursday, May 16, 2019 – The National Association of Local Housing Finance Agencies (NALHFA) recognizes the outstanding efforts of its member agencies and honored the Housing Opportunities Commission of Montgomery County (HOC) with their 2019 Multifamily Excellence Award for The Lindley in Chevy Chase, Maryland.

 HOC Executive Director Stacy Spann accepted the award on behalf of the agency at NALHFA’s Annual Conference Awards Luncheon and noted, “HOC is intent on changing the way affordable housing is developed and financed, and The Lindley is a prime example of what we can achieve when we bring meaningful public-private partnerships to the table. We’re honored to accept the Multifamily Excellence Award from NALHFA because it affirms our mission and shows that our strategies work. We hope this sets the pace for housing developers across the nation and is proof of concept for a tool that not only represents good business practices, but ensures we continue to deeply invest in and support communities everywhere.”

The NALHFA award for Multifamily Excellence recognizes innovative multifamily programs and projects from local housing finance agencies across the nation. Submissions were selected based on their benefit to the community, innovation, transferability, affordability, and service to special groups. HOC was honored for The Lindley’s innovative financing model – infusing private capital into the development. In fact, HOC is the first Public Housing Authority in the nation to secure private foundation equity in a transaction while retaining principal control and ownership.

The Lindley is a luxury 11-story, 200-unit, mixed-income community in the heart of Chevy Chase, Maryland. It is among the first large developments along the planned Purple Line, capitalizing on an opportunity to increase affordable units near a future transit hub and connect residents to community resources, such as high-performing schools and employment opportunities. The Lindley, which opened its doors in fall 2018, demonstrates HOC’s innovative approach to mixed-income development and preservation of affordable housing opportunities in Montgomery County.


About the Housing Opportunities Commission of Montgomery County (HOC) 

The mission of the Housing Opportunities Commission is to provide affordable housing and supportive housing services that enhance the lives of low- and moderate-income families and individuals throughout Montgomery County, Maryland so that:

  • No one in Montgomery County lives in substandard housing;
  • We strengthen families and communities as good neighbors;
  • We establish an efficient and productive environment that fosters trust, open communication and mutual respect; and
  • We work with advocates, providers and community members to maintain support for all the work of the Commission.

To accomplish these goals, HOC focuses on three things: getting people housed, keeping people housed, and helping customers reach their fullest potential. HOC provides affordable housing resources to more than 16,000 Montgomery County residents, owns nearly 8,000 rental units, and provides assistance to more than 7,200 low-income households – many of whom are elderly and persons with disabilities – through the Housing Choice Voucher program.

The National Association of Local Housing Finance Agencies (NALHFA) founded in 1982, is the national association of professionals working to finance affordable housing in the broader community development context at the local level. As a non-profit association, NALHFA is an advocate before Congress and federal agencies on legislative and regulatory issues affecting affordable housing and provides technical assistance and educational opportunities to its members and the public.
