HOC Executive Staff Promoted to New Roles

Kensington, MD – February 9, 2021. In November 2020, the Housing Opportunities Commission of Montgomery County (HOC) announced two executive staff promotions. Longtime HOC staff member, Kayrine Brown, assumed the role of Deputy Executive Director. Zachary Marks, who joined the agency in 2013, assumed the role of Chief Real Estate Officer.
 
Kayrine Brown joined HOC in 1998 and most recently held the role of Chief Investment and Real Estate Officer. Brown brings to the role of Deputy Executive Director over 25 years of experience in real estate development and finance. Since joining the agency, Brown led the finance of more than 8,500 multifamily units and 1,200 single-family mortgages at HOC.
 
“It is an honor to be entrusted with this tremendous responsibility,” Kayrine Brown says. “My primary goal is to continue to support the Executive Director to implement HOC’s Strategic Plan by working with my team to seek new ways to expand capital to fund development projects improving internal operating efficiencies.” As Deputy Director, Brown will continue to lead as a subject matter expert in real estate and finance and undertake more responsibility in the overall administration of the agency.
 
As Chief Real Estate Officer, Zachary Marks is responsible for the property-related activities of HOC, including real estate acquisitions and development, property maintenance, property management, and asset management. With more than fifteen years of experience in real estate, Marks will lead the efforts of the agency in continuing to house HOC customers and applicants.
