HOC Welcomes New Commissioner Roy O. Priest


Kensington, MD. Friday April 27, 2018. Mr. Roy O. Priest was sworn in as Commissioner of the Housing Opportunities Commission of Montgomery County (HOC) on Friday, April 27, 2018. Commissioner Priest replaces former Commissioner Christopher Hatcher for the remainder of his unexpired term.


Commissioner Priest has more than 49 years of experience in the fields of housing finance and redevelopment and community economic development. Recently retired, Mr. Priest previously served as the Executive Director and CEO of the Alexandria Redevelopment and Housing Authority (ARHA) in Alexandria, Virginia. Prior to his position with ARHA, Commissioner Priest had served in leadership roles for the National Congress for Community Economic Development (NCCED) and the U.S. Department of Housing and Urban Development (HUD). A native Washingtonian and long-time Montgomery County resident, Mr. Priest received his Master of Public Administration from American University and his Master of City and Regional Planning from Catholic University of America.


“It is truly an honor to join HOC’s Board and to contribute to the Commission’s work creating neighborhoods of opportunity throughout Montgomery County,” Commissioner Priest said of his appointment. “I have been a resident of Montgomery County since 1972 and it brings me great joy and sense of purpose to use my skills and expertise in housing and community development to give service to my community.”

“Commissioner Priest brings a wealth of knowledge and experience to the Commission,” said Executive Director Stacy Spann. “He is clearly dedicated to this community and will undoubtedly play a role in helping us move our mission forward. We look forward to having him on the Commission as we work to create stable and sustainable communities that help families thrive.”
