Job Description:

This is a professional position that implements and executes work efforts in the administration of various personnel programs to include recruitment, training, leave management, and employee benefits. The incumbent will be given overall program objectives/priorities and will be responsible for coordinating program efforts within the HR Team.  The incumbent performs a variety of duties and researches problems to provide alternative courses of action. Will counsel employees regarding benefits, FMLA, ADA, and Workers’ Compensation and personnel policies. Administer Leave Management using best practices and tracking for employees who are applying for FMLA, ADA Reasonable Accommodation, or are reporting a Workers’ Compensation incident. Administer Performance Management program using best practices. Assist with increasing enrollment and engagement in the HOC Wellness Program. Oversee and participate in orientation for new employees. Assist in providing training on health and retirement benefits as well as leave on an agency-wide basis

Preferred Skills:

  • Requires a Bachelor's Degree in Business or related field.  An equivalent combination of education and experience may be substituted.
  • Knowledge of Leave and Performance Management programs.
  • Must have knowledge of employee benefits programs.
  • Must have knowledge of federal, state, and local laws that affect HR programs.
  • Skilled in the use of Human Resources Information Systems (ADP or Kronos a plus).
  •  Computer skills (Excel and Google a plus).
  • Must have the ability to handle information of a confidential nature.
  • Must have the ability to communicate effectively, both orally and in writing.
